Crossrail – C660

Telecoms Test & Commissioning Project Engineering Management

Turnkey Engineering Solutions supported the Crossrail C660 programme through technical management and leadership of the Siemens Rail Automation test and commissioning team, focused on the communications and control systems for the Crossrail Central Operating Section. This role, led by Sean Doherty, covered the end-to-end coordination of test, integration and commissioning activities to ensure systems were delivered in line with Crossrail project requirements and performance specifications.

Systems in scope included a wide range of safety-critical and operational technologies, including SCADA, Radio, CCTV, DOO, PAVA, CIS, Telephony and the data network supporting integrated railway operations.

Delivery required strong control of technical interfaces, structured evidence and disciplined governance throughout commissioning. Key responsibilities included:

  • Managing the testing and integration of the Central Operating Section control systems and coordinating commissioning activities across multiple system streams. 

 

  • Ensuring installations and commissioning activities were completed in accordance with project requirements and performance specifications, supporting safe, compliant delivery. 
  • Leading NEC3 communications and risk/change management processes, including Early Warnings, Field Change Designs, Requests for Information, Non-Compliance Reports, Punchworks and Observations. 

 

 Birmingham New Street Station Redevelopment

Telecoms Project Engineering – Multi-discipline Packages

Turnkey Engineering Solutions draws on delivery experience from the Birmingham New Street station redevelopment, where Sean Doherty worked as a Telecoms Project Engineer responsible for delivering several multi-discipline telecommunications packages within a major live operational station environment. The role focused on planning, coordinating and controlling telecoms work packages to achieve delivery to programme and budget, while ensuring installation and commissioning activities met applicable company, project and industry standards.

 

 

 

 

 

 

 

 

Delivery included strong interface control and day-to-day coordination with internal teams and external stakeholders. Key responsibilities included:

  • Managing the telecoms delivery team and allocating resource to meet work package commitments. 
  • Coordinating and planning work through chairing/attending internal and external interface meetings and design workshops. 
  • Supporting bid and change activity by producing resource schedules and charge sheets for variations and additional scope. 
  • Producing site health & safety documentation including Work Package Plans (WPPs), Task Briefing Sheets (TBS) and ALO plans, supporting safe delivery on site. 
  • Producing, reviewing and approving telecoms designs and associated installation/test documentation, and reporting progress to both internal management and the client. 
  • Closing out assurance documentation to support Entry Into Service (EIS) and handover of the Health & Safety File.

London Managed Stations (LMS) – SISS Renewals

Telecoms Project Engineering Management – Design (GRIP 5 / Deputy CEM)

Turnkey Engineering Solutions’ experience includes design delivery for SISS renewals within the London Managed Stations (LMS) project, where Sean Doherty provided technical management services as a Telecoms Project Engineering Manager (Design) leading a multidiscipline design team. The role focused on producing GRIP 5 detailed design solutions in compliance with contract requirements and applicable Network Rail standards, while maintaining control of programme, risk and compliance evidence through the design lifecycle.

As part of the LMS delivery team, Sean was appointed Deputy CEM, undertaking duties in accordance with NR/L2/RSE/02009, and managing stakeholder interfaces to support safe, compliant and deliverable designs. Key responsibilities included:

  • Managing the multidiscipline design team to develop detailed designs aligned to the CRT / tender scope and contract requirements. 
  • Undertaking Deputy CEM duties and ensuring engineering activity aligned to NR/L2/RSE/02009 requirements. 
  • Developing and executing programme activities in line with agreed scope and delivery expectations. 
  • Managing project risks and hazards, ensuring they were recorded and appropriately mitigated as the design matured. 
  • Managing project requirements and maintaining compliance evidence to support assurance and acceptance. 
  • Leading engineering communications to the client including TQs, RFIs and EWNs, and managing interfaces with the client, TOCs and stakeholder representatives. 
  • Ensuring implementation of Siemens corporate Health & Safety, Quality and Compliance management systems within the engineering team.

Midland Main Line Electrification Programme

Network Rail – Telecoms Senior Project Engineer (PE Telecoms / DPE Multidisciplinary)

Turnkey Engineering Solutions’ capability includes senior client-side engineering support on the Midland Main Line Electrification Programme, where Sean Doherty is providing technical engineering services within the Network Rail project team. Sean undertakes appointed roles as DPE (Multidisciplinary) and PE (Telecoms) in accordance with NR/L2/RSE/02009, supporting the production and assurance of compliant designs and the structured management of requirements, hazards and deliverables across the project lifecycle.

The role focuses on engineering governance, assurance and stakeholder coordination to support safe and deliverable outcomes. Key responsibilities include:

  • Ensuring designs are produced in accordance with applicable standards and that requirements evidence is recorded and maintained.
  • Ensuring hazards and risks are identified, recorded and suitably mitigated for each project stage.
  • Ensuring deliverables are correctly recorded, understood and status is regularly reported to support effective programme control.
  • Supporting progression of deliverables in line with programme and budget, and ensuring compliance with CDM / CSM expectations.
  • Managing working relationships with peers, asset managers, operations managers, maintainers and supply chain partners to enable coordinated delivery.
